Taiwan or the Republic of China on Taiwan (ROCT) is a critical case study of an economically successful civic authoritarian society that has moved through political liberalization towards full democracy. Political aspirations and social consciousness are generally mobilized with regard for continued economic prosperity and a concern for economic equity. Taiwan has passed through a series of identifiable liberalization thresholds which have culminated in highly competitive elections for a wide range of political offices. Local elections which began in 1950 led to a fully elected National Assembly and Legislative Yuan in the 1990s. The ruling Kuomintang has become an umbrella party competing vigorously for votes in order to remain in power. Thus far, the Kuomintang has remained largely in control of the liberalization progress. Fictions, money politics and gangsterism remain problems as a two-party system emerges. Today in Taiwan, the Kuomintang is the majority party rather than the dominant party. (AJPS/DÜI)
Aspekte der gegenwärtigen und künftigen politischen Führung nebst anderen Zukunftsfragen Taiwans. Obzwar die mit Jiang Jieshi 1949 vom Festland geflohenen Veteranen noch immer nicht aus der politischen Verantwortung abtreten möchten, ist indessen ein Verjüngungsprozeß innerhalb der Guomindang im Gange. Einheimischen Taiwanern werden heute mehr Führungspositionen zugestanden, und sie machen mehr als die Hälfte der Mitgliedschaft der Guomindang aus. "Der Duchschnittstaiwaner ist mit den herrschenden Verhältnissen im großen und ganzen zufrieden", was sich im Ergebnis der Regional- und Lokalwahlen November 1985 bzw. Januar 1986 gezeigt hat. Von größter Bedeutung unter den Zukunftsfragen sind die Nachfolgeregelung für Jiang Jingguo und das Verhältnis zur VR China. The author believes that the recent literary scene in Taiwan has been so dazzlingly varied that any attempt to sum it up succeeds only in seizing certain aspects at the expense of others. The article examines the significant changes in the island's literary scene in the 1980s. Its purpose is to show how the cultural/literary scope widened in Taiwan during the 1980s, especially in the post-martial law era, and how this has provoked arguments on the politics of representation, and the treatment of literary products as consumer goods. In recent years, social and economic contacts between the PRC and ROC on Taiwan via third countries have become commonplace. However, in respect of the issue of the reunification of China, it seems that all the proposals from the Chinese Communist Party government on the mainland have been rebuffed by the Kuomintang (KMT) government in Taiwan. The article examines the proposals from the post-Mao leaders in Beijing, and the reasons for Taipei's reactions. It also considers the KMT's strategy on reunification. (DÜI-Sen)
Der Beitrag befaßt sich schwerpunktmäßig mit dem "Wahlmarathon", den Taiwan in den Monaten Dezember 1989 bis März 1990 absolvierte. Das Interesse gilt dabei sowohl den Wahlkampfauseinandersetzungen zwischen der Regierungspartei Guomindang und den Oppositionsparteien (Minjindang) als auch den GMD-internen Konflikten um die Kandidatenaufstellung zur Präsidentenwahl. Insbesondere gilt es jedoch der im Kontext der Wahlauseinandersetzungen sichtbar gewordenen tiefgreifenden Verfassungskrise (Legitimationsdefizit der Repräsentativorgane aufgrund des Festhaltens an der Fiktion einer "gesamtchinesischen Vertretung, Kritik an Machtbefugnissen des Präsidenten ). Political parties select their candidates by different methods, sometimes differently in the same country to country an more differently from country to country. Taiwan's parties also have used various methods to choose their candidates. As the author sees it, one key to the Taiwan's rapid growth lies in the interaction of the Nationalist government and the new entrepreneurs of Taiwan. He explores the interaction between the Nationalist government and Taiwan entrepreneurs in terms of a "push-pull" dynamics. The government pushed by inviting and mobilizing through creation of entrepreneurical opportunities. Those who are business-inclined then pulled themselves to capitalize on the new opportunities.
